I usually use a rag for the Restor-A-Finish, but with deep white water or heat stains, or if there's dried paint or something on the surface, I'll switch to the fine (synthetic) steel wool to really help work it into the wood grain. Just a note though: if the finish is really glossy, the pad can dull the finish, so sometimes I have to skip it. But there have definitely been stains that I thought were a lost cause that the steel wool pad helped totally erase!
